Organizational Context
This position is situated within the Office of the High Commissioner for Human Rights (OHCHR) Country Office in Damascus, Syria. The Administrative Assistant will report to the Syria Representative or their designee, playing a key role in supporting the operational functions of the office.
Job Purpose
The Administrative Assistant is responsible for managing a wide range of administrative, human resources, and financial support functions to ensure the efficient operation of the OHCHR Country Office in Damascus. This includes processing HR actions, managing recruitment processes, providing staff with information on entitlements and procedures, monitoring budgets, and preparing financial reports. The role also involves general administrative support, contract administration for outsourced services, and supervising junior staff. The purpose is to facilitate the smooth execution of the office's mandate by providing essential administrative and logistical support, ensuring compliance with UN rules and regulations.
Responsibilities
Manage human resources activities, including recruitment, placements, promotions, performance appraisals, and staff training, ensuring adherence to UN rules. Provide guidance and information to staff on entitlements, administrative procedures, and conditions of service. Oversee vacancy announcement processes and maintain staffing tables with relevant data. Assist in budget preparation, monitor expenditures against approved budgets, and prepare financial reports. Handle general administrative tasks such as drafting correspondence, coordinating with service units, and managing operational travel. Administer contracts for outsourced services, audit invoices, process payments, and manage UN forms and permissions for staff. Supervise and train junior General Service staff.
Work Experience
A minimum of seven years of experience in accounting, finance, or a related field is required. This requirement is reduced to five years for candidates with a first-level university degree or higher. Experience with an ERP system like Umoja and Business Intelligence is desirable.
