Organizational Context
The UN Secretary-General launched a global reform in 2019, repositioning the UN Development System for effective delivery of the 2030 Agenda and SDGs. UN Resident Coordinator Offices (RCOs), led by an empowered Resident Coordinator, support countries in achieving development priorities. This role is within the United Nations Resident Coordination Office (RCO) in Libya, reporting to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader.
Job Purpose
The NGO Coordination and Analysis Officer provides high-level coordination, analytical, and policy support to the Resident Coordination Office (RCO) and the UN Country Team (UNCT) in Libya. This role is crucial for fostering a tangible shift in UN operations and strengthening Libyan systems by June 2026. The officer will advance NGO coordination and engagement in development processes, ensuring meaningful participation of INGOs in UN-led fora and facilitating coherent dialogue with municipal and national counterparts. A key contribution involves leading the Context Analysis Group to synthesize political, security, social, and economic insights, producing regular briefs and trend analyses to inform UNCT decision-making, strategic planning, and adaptive management. Furthermore, the role supports local coordination by serving as a liaison between INGOs, UN agencies, and municipal councils, ensuring evidence-based planning and strengthening situational awareness for UN leadership.
Responsibilities
The NGO Coordination and Analysis Officer is responsible for three main areas. Firstly, NGO Coordination and Engagement in Development Processes involves coordinating daily engagement with INGOs to ensure their institutionalized participation in UN-led development fora and area-based coordination. This includes facilitating UN–INGO dialogue with municipal and national counterparts, ensuring community perspectives inform local development plans, and supporting the transition of NGO engagement from humanitarian delivery to development-focused planning, governance, and policy discussions. Secondly, as Context Analysis Group Lead, the officer will transform and manage the former Access Working Group into a Context Analysis Group (CAG) that synthesizes political, security, social, and economic insights. This entails producing regular context briefs, trend analyses, and risk updates for the UNCT, area-based teams, and municipal authorities to inform strategic planning and adaptive management, while consolidating inputs from various actors to generate integrated, field-grounded analysis. Strong information flows between field partners, authorities, and the UN must be maintained. Thirdly, Local Coordination Support and Evidence Use requires serving as a liaison between INGOs, UN agencies, and municipal councils to ensure coordinated, inclusive, and conflict-sensitive planning at the local level. The officer will ensure NGO-generated evidence, community feedback, and vetted datasets are responsibly incorporated into municipal planning and UN coordination processes, and maintain a knowledge repository to produce analytical products that strengthen situational awareness for UN leadership.
Work Experience
A minimum of two (2) years of demonstrated experience in humanitarian and coordination roles is required. Professional experience with the United Nations is desirable.
Skills
Strong Communication Skills: Clear written and verbal communication, ability to draft briefs, reports, and official correspondence, professional interaction with senior stakeholders. Analytical & Critical Thinking: Ability to analyze complex information, identify trends, gaps, and risks, translate data into actionable insights. Languages: Fluency in both Arabic and English (written and spoken).
