The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable human settlements and adequate housing. Its Regional Office for Latin America and the Caribbean (ROLAC) is in Rio de Janeiro, with a growing portfolio in Brazil. This Programme Analyst (Social Work) role is integral to a project in São Gonçalo, focused on reducing social inequalities and urbanizing an informal settlement, reporting to the Head of the Brazil Office.
Job Purpose
The Programme Analyst (Social Work) will ensure the effective execution of a UN-Habitat project in São Gonçalo, Brazil, specifically within the Ipuca Community. This role is vital for supporting the Municipality of São Gonçalo in reducing social inequalities and advancing the 2030 Agenda, particularly through the Periferia Viva Programme for informal settlement urbanization. The analyst will be responsible for implementing project activities, ensuring security compliance, and fostering strong engagement with local stakeholders. The core purpose is to enhance local administration capacities in monitoring urban conditions, providing evidence for sustainable urban policies, and facilitating community participation. This position directly contributes to transforming cities into safer, more inclusive, and resilient places, ensuring dignity and better opportunities for the urban poor by working closely with operational and technical teams and reporting to the Head of the Brazil Office.
Responsibilities
The Programme Analyst (Social Work) will primarily support project implementation in São Gonçalo. Key responsibilities include:
Community Engagement & Mobilization: Improving the mapping of local agents and initiatives, developing communication and social participation strategies compatible with the population's conditions, and facilitating meetings to ensure broad community involvement, including marginalized groups.
Assessment & Planning: Conducting preliminary characterizations of beneficiary families and the territory, identifying particularities through community diagnostic activities, and summarizing information in accessible language for the community. Providing advice on intervention guidelines and prioritizing actions for vulnerable groups.
Project Execution & Management: Developing proposals for training activities and engagement in project stages, preparing project-related documents, and performing technical, administrative, and management tasks to ensure compliance with deadlines, budget, and quality standards. This includes conducting field research, social mobilization, and community workshops.
Knowledge Management & Reporting: Supporting knowledge management by providing input to documents, sharing relevant information and successful practices, and contributing to identifying and mitigating project risks. Preparing monitoring reports for partners and stakeholders and documenting project planning and implementation meetings. Ensuring all activities align with UN principles and security guidelines.
Work Experience
A minimum of four years of professional experience in urban development in Brazil is required, including at least three years in community mobilization and social work within informal settlements. Desirable experience includes implementing participatory workshops, designing or working in informal settlements, and previous experience within the UN System.
