Organizational Context
This position is within the Sri Lanka accountability project, part of the Human Rights Inquiries Branch of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The role reports to the Chief of the Investigation Support Section, contributing to the project's mandate and scope.
Job Purpose
The Senior Legal Officer will serve as the lead and coordinator for the Sri Lanka accountability project. This role involves independently managing complex and sensitive legal matters related to international law, including humanitarian, human rights, and criminal law. The position requires directing and supervising legal teams, providing expert legal research, analysis, and advice. Key contributions include organizing evidence collection, preparing legal opinions and reports, and advising on legal documents and modalities to support the project's objectives and ensure accountability.
Responsibilities
Serve as lead officer and coordinate the Sri Lanka accountability project, handling complex international law matters (humanitarian, human rights, criminal law). Direct and supervise legal teams, prioritizing workload and assignments. Provide and oversee legal research, analysis, and advice on complex legal questions. Organize and supervise the collection, analysis, and preservation of evidence related to human rights violations. Prepare legal opinions, studies, briefs, reports, and correspondence. Advise on and supervise the drafting of legal documents and modalities. Service diplomatic conferences and represent the organization as needed. Contribute to the design and application of legal instruments and policies. Supervise and participate in preparing legal publications.
Work Experience
A minimum of ten years of progressive experience in criminal law, including legal analysis, research, and writing, is required. Experience in criminal investigations within international courts, tribunals, or accountability mechanisms, or in national jurisdictions, is desirable. Team management experience is also desirable.
