Organizational Context
The United Nations Office on Drugs and Crime (UNODC), specifically the Secretariat of the International Narcotics Control Board (SINCB) within the Division of Treaty Affairs, is based in Vienna, Austria. The SINCB functions as an administrative entity of UNODC, reporting substantively to the Board. This role reports to the Secretary of the Board.
Job Purpose
This role is responsible for developing, implementing, and managing UNODC's Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme and its Operational Partnerships to Interdict Opioids' Illicit Distribution and Sales (OPIOIDS) Project. The purpose is to address acute problems related to the illicit manufacture and trafficking of synthetic drugs, new psychoactive substances, and opioids. This involves proposing international actions, monitoring project development, implementing new approaches to reduce drug access, and operationalizing technological tools for information flow and analysis. The role also facilitates task forces, public-private partnerships, and outreach activities to mobilize international cooperation against illicit drug trafficking and related chemicals.
Responsibilities
Develop, implement, and manage the GRIDS Programme and OPIOIDS Project, proposing international actions against illicit drug manufacture and trafficking. Monitor and analyze project implementation, identifying and resolving issues. Develop and implement new strategies to reduce drug availability and trafficking, particularly for synthetic drugs and opioids. Oversee programmatic and administrative tasks for INCB's drug control reporting technologies and next-generation tools, ensuring information flow with stakeholders. Facilitate task forces and public-private partnerships, including industry cooperation and intelligence exchange. Conduct research, analyze trends, and coordinate policy development. Organize and prepare written outputs, provide backstopping for meetings, and coordinate outreach activities and training workshops. Supervise and mentor staff, consultants, and interns. Lead complex field missions and manage programmatic and administrative functions, including budgeting and resource mobilization. Analyze data using visualization methods to support planning and decision-making.
Work Experience
A minimum of seven years of progressively responsible professional experience in designing, managing, and implementing complex drug control or crime prevention programs is required. Experience in program management, administration, and coordination at national and international levels, with a track record of resource mobilization, is essential. Experience with drug control agencies, promoting inter-agency and cross-border cooperation, and fostering public-private partnerships is also required. Experience with technological tools and intelligence-sharing systems is desirable.
