Organizational Context
This Programme Management Officer position is based in Caracas, Bolivarian Republic of Venezuela, within the Office of the United Nations Resident Coordinator and the Office of the High Commissioner for Human Rights (OHCHR). The incumbent will report to the OHCHR Team Coordinator, contributing to the effective management and implementation of OHCHR programmes and projects in the region.
Job Purpose
The Programme Management Officer is responsible for supporting the development, implementation, and evaluation of assigned programmes and projects. This includes monitoring progress, analyzing implementation, identifying challenges, and proposing solutions. The role involves preparing background documents, reporting on objectives and activities, and conducting research and analysis to inform policy development. The officer will also assist in survey initiatives, design data collection tools, and interpret findings. Furthermore, the position supports consultative meetings, outreach activities, fundraising, and coordinates human resources and budget-related activities, ensuring smooth programme operations and contributing to the overall mandate of the OHCHR.
Responsibilities
Key responsibilities include participating in the full cycle of programme and project management, from development and implementation to evaluation. This involves monitoring and analyzing programme progress, reviewing relevant documentation, identifying issues, and proposing corrective actions. The role requires supporting the planning process by preparing background documents and reporting on objectives and activities. The officer will conduct research and analysis on diverse information sources, assist in policy development, and undertake survey initiatives, including designing data collection tools and interpreting results. Preparing written outputs such as background papers and reports, and providing substantive support for meetings and conferences are also core duties. Additionally, the position involves supporting outreach and fundraising efforts, coordinating human resources and budget-related activities, and supervising staff as required.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. Experience in human rights-based planning is essential. Experience in fundraising and donor relations is considered desirable.
Skills
Proficiency in programme and project management, research and analysis, policy development support, data collection and interpretation, report writing, meeting support, outreach, fundraising, and coordination of human resources and budgets. Strong planning, organizing, and teamwork abilities are essential.
