Organizational Context
These positions are located within the Commission on Human Rights in South Sudan, based in Juba. The role involves working under the direct supervision of an Investigation Team Leader and the overall supervision of the Coordinator of the Commission. Job Purpose
The Human Rights Officer (Investigator) plays a crucial role within the Commission on Human Rights in South Sudan by actively contributing to its mandate to investigate and report on human rights violations. The primary purpose is to systematically research, collect, and analyze information pertaining to human rights, international humanitarian, and criminal law. This involves conducting thorough investigations, monitoring trends, identifying alleged perpetrators, and producing analytical reports. The role ensures the protection of victims and witnesses, integrates gender-sensitive approaches, and safeguards sensitive investigation data. Ultimately, the officer's contribution is vital for documenting violations, informing the Commission's reports, and supporting accountability efforts in South Sudan.
Responsibilities
The Human Rights Officer (Investigator) is responsible for researching, collecting, and analyzing information and documentation related to human rights, international humanitarian, and criminal law, proposing investigative methods. Key duties include conducting investigations, interviewing victims and witnesses, and corroborating allegations of violations. The role involves timely monitoring of violation trends, employing monitoring and mapping tools, including open sources and satellite imagery, for geolocation and authenticity assessment. The officer identifies alleged perpetrators, drafts analytical reports following fact-finding missions, and organizes missions to violation sites. Furthermore, responsibilities include ensuring the protection of victims and witnesses, safely storing and preserving investigation data, undertaking preliminary analysis, and drafting report sections. The officer must also integrate gender perspectives and gender-sensitive approaches throughout all stages of investigation, analysis, and report drafting.
Work Experience
A minimum of five years of progressively responsible work experience in human rights is required. This must include at least two years of experience conducting investigations into violations of international human rights law, international humanitarian law, or international criminal law. Relevant working experience in conflict or post-conflict settings is desirable.
