UNEP FEB - Laos Green Finance Analyst
Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. This role supports UNEP's green and climate finance activities in Lao PDR, working within a UNDP project management team. The consultant will provide research, analytical support, government liaison, and administrative backstopping for UNEP's Economy Division and UNEP Finance Initiative (UNEP FI) workstreams.
Job Purpose
This role serves as the in-country anchor for UNEP's green and climate finance initiatives in Lao PDR. The consultant will provide crucial research and analytical support, facilitate government liaison, coordinate workshops, and offer administrative assistance. The primary objective is to strengthen the policy and institutional frameworks for sustainable public finance and financial sector development in Lao PDR, aligning with national development strategies and contributing to green growth and climate-resilient development. The role supports the integration of sustainability into fiscal processes and enhances sustainable finance practices within the financial sector.
Responsibilities
Key responsibilities include conducting robust, evidence-based analyses on green budgeting, environmental fiscal reform, and financial sector sustainability through data collection, research, and drafting. The role involves facilitating clear communication and alignment with government counterparts by translating and localizing technical materials. It also requires supporting the design and delivery of capacity-building workshops, ensuring their relevance and effective stakeholder participation. Furthermore, the consultant will ensure smooth in-country coordination and continuity of programme activities through proactive liaison, administrative support, and stakeholder management, contributing to the overall strengthening of sustainable public finance and financial sector development.
Work Experience
A minimum of three years of professional experience in environmental/public policy, project management, or sustainable finance is required. Experience in policy research, capacity-building program delivery, and engaging with Lao PDR government agencies is highly desirable. Project coordination, stakeholder liaison, and administrative support experience in public finance or environmental policy are also preferred.
Skills
Excellent oral and written communication skills in English and Lao. Strong interpersonal skills. Ability to manage complex analysis and multiple tasks efficiently. Attention to detail. Ability to establish and maintain good working relations in a multicultural team. Experience in environmental policy, financial regulations, and sustainable finance policies in Lao PDR is desirable. A hands-on, pragmatic approach is also beneficial.
