Organizational Context
This position is based in Juba, South Sudan, within the Commission on Human Rights. The role operates under the direct supervision of the Commission's Coordinator and the overall supervision of the Chief of the Investigations Support Section, contributing to the UN Secretariat's human rights mandate.
Job Purpose
The Human Rights Officer/Economic Crimes Advisor will investigate complex illicit financial flows linked to human rights violations in South Sudan. This involves liaising with financial institutions, analyzing the economic and social impacts of financial crimes, and providing expert insights for accountability and transitional justice. The role also supports the integration of business and human rights principles into UN and non-governmental programs, contributes to reporting, and ensures up-to-date information on human rights matters, making recommendations for action and coordinating with various stakeholders. The position aims to strengthen human rights protection by addressing economic crimes and their consequences.
Responsibilities
Key duties include reviewing and evaluating the implementation of international human rights instruments and recommendations from treaty bodies. The role involves conducting investigations into illicit financial flows that lead to human rights abuses, utilizing various methodologies. This includes liaising with international and regional financial institutions to gather information for accountability and transitional justice, and providing expert analysis on the economic and social impacts of such crimes on South Sudan. The officer will prepare analytical briefs, work with UN and non-governmental programs to integrate business and human rights, and design human rights program elements. Additionally, the role involves maintaining current information on human rights issues, making recommendations, coordinating with UN sectors, international organizations, and governments, and supporting administrative functions. Training and supervising junior staff is also a responsibility.
Work Experience
A minimum of seven years of progressive experience in economic crime investigations, human rights, political affairs, international relations, or law is required. Experience in investigating illicit financial flows is desirable, as is experience in forensic accounting or economic analysis.
Skills
Professionalism, teamwork, planning and organizing, and accountability are core competencies. Specific skills include knowledge of human rights issues, investigation techniques, data evaluation, report preparation, coordination, and training. Ability to integrate gender perspectives is also essential.
