Organizational Context
The United Nations Environment Programme (UNEP) is the UN system's entity for global and regional environmental issues. Its Industry and Economy Division collaborates with governments and organizations to implement cleaner, safer, and more resource-efficient policies. This consultancy is executed by the Economic and Fiscal Policy Unit under the Partnership for Action on Green Economy (PAGE).
Job Purpose
This consultancy aims to strengthen institutional capacities in Guatemala by designing and delivering a practical training program on Sustainable Public Procurement (SPP) for public officials. The role involves developing tailored training materials, introducing SPP concepts with relevant examples, and identifying opportunities for sustainability integration in procurement. A key outcome will be a final document synthesizing lessons learned, participant feedback, and actionable recommendations for advancing SPP in Guatemala, contributing to economic growth and ecological sustainability.
Responsibilities
The consultant will design and deliver a training program on Sustainable Public Procurement (SPP) for public officials in Guatemala. This includes reviewing relevant materials, analyzing the Guatemalan procurement context, identifying training needs, and developing a course structure, methodology, and session plan. The consultant will create training materials, deliver three training sessions, document participation and discussions, collect feedback, and prepare a final report with lessons learned and recommendations for advancing SPP. The role also involves systematizing training outcomes and ensuring all documentation is submitted to UNEP/PAGE.
Work Experience
A minimum of five years of proven experience in sustainable public procurement, public procurement, environmental policy, sustainable development, public finance, or green economy is required. Experience in designing and delivering training programs for public officials or institutional stakeholders is also essential.
