Organizational Context
This role is within the Common Administrative Platform (One Executive Office) of the UN Secretariat's Department of Operational Support in New York. As part of the UN80 reform, One EO consolidates administrative functions. This position supports client entities like DPPA and DPO, reporting to a Finance Team Lead.
Job Purpose
The Finance & Budget Officer is responsible for preparing and administering budgets for Special Political Missions (SPMs) managed by DPPA. This includes developing resourcing plans, cost estimates, and financial implications for Security Council statements. The role involves monitoring budget implementation, expenditures, and resource allocation, ensuring compliance with UN regulations. Additionally, the officer provides guidance on budgetary policies, participates in inter-departmental meetings, and supports legislative reviews, aiming to achieve departmental goals through effective financial management and reporting.
Responsibilities
Key duties include preparing annual budgets for Cluster I and II Special Political Missions, including staff and non-staff requirements, and responding to legislative bodies. The role involves reviewing and finalizing cost estimates, budget proposals, and financial implications for Security Council statements. Responsibilities extend to administering and monitoring budgets, authorizing sub-allotments, managing expenditures, and ensuring compliance with regulations. The officer will prepare and review budget performance reports, analyze variances, and provide advice and training on budgetary policies. This includes acting as a Certifying Officer, ensuring system integrity, and potentially supervising staff, while also collecting and analyzing data for reporting and decision-making.
Work Experience
A minimum of seven years of progressive experience in finance, budget, accounting, or audit is required. Essential experience includes budget formulation and financial management for UN Special Political Missions, supporting senior managers in budget defense, and working within a UN administrative office. Experience with ERP systems like Umoja BPC and Umoja Analytics is also required. Advanced Excel skills are desirable.
