Organizational Context
The United Nations Joint Staff Pension Fund (UNJSPF) provides retirement, death, and disability benefits to UN staff and other member organizations. Administering benefits for over 90,000 beneficiaries globally, UNJSPF-PA has approximately 282 staff across four duty stations. This Human Resources Officer role is based in New York within the Business Support Section and reports to the HR Chief of Unit.
Job Purpose
The Human Resources Officer provides essential advice and support to managers and staff on a wide range of human resources matters within the UNJSPF-PA. This includes managing recruitment processes from vacancy identification to job offer preparation, ensuring compliance with policies and procedures. The role also involves administering entitlements, advising on salary, benefits, and travel, and recommending changes to policies. Furthermore, the officer supports staff development and career growth, assists with performance management, and counsels staff on rights and responsibilities. A key aspect is also data analysis for HR insights and facilitating the onboarding of new personnel, contributing to efficient HR operations and a supportive work environment.
Responsibilities
Provide comprehensive HR advice and support to managers and staff. Lead and prepare special HR projects and reports, staying current with HR developments. Manage the full recruitment cycle, including identifying vacancies, preparing announcements, screening applications, shortlisting candidates, and preparing job offers. Monitor and evaluate recruitment activities, recommending procedural improvements. Supervise HR Assistants in administrative tasks like personnel actions and contract processing. Advise on the interpretation and application of HR policies, regulations, and rules, including exceptions. Administer and advise on salary, benefits, travel, and social security entitlements, determining benefits based on contractual status. Review and recommend changes to HR policies and consultant remuneration. Offer guidance on staff mobility, career development, and performance management, assisting with the Performance Appraisal System (PAS). Counsel staff on rights, responsibilities, and work-related issues. Conduct job classification analysis and provide guidance on classification policies. Analyze HR data to identify trends and provide insights for data-driven decision-making using visualization methods. Facilitate the onboarding and induction of new staff members.
Work Experience
A minimum of five years of progressively responsible experience in human resources management or administration is required. Experience in supervising and managing a team is also mandatory. Familiarity with ERP tools like Umoja and talent management systems like Inspira is desirable.
