Programme Management Officer - Gender and Inclusion
Organizational Context
The Department of Safety and Security (UNDSS) globally leads, supports, and oversees the UN security management system. UNDSS enables the safe and effective delivery of UN programmes in challenging environments by managing security risks. The Department is reforming to enhance its role as a security enabler and improve preparedness for complex emergencies. This role is within the Gender and Inclusion Unit in New York, reporting to the Gender and Inclusivity Coordinator.
Job Purpose
This Programme Management Officer role within the Gender and Inclusion Unit (GIU) of UNDSS in New York is crucial for advancing gender equality and inclusion across UN programmes. The position involves developing, implementing, and reporting on gender and inclusion initiatives, monitoring their progress, and identifying areas for improvement. The officer will contribute to policy development, conduct research and analysis, and support advocacy and awareness-building efforts. Key responsibilities include coordinating workplans, preparing substantive documentation for meetings, and facilitating communication of policies and results. The role also involves supporting budget and funding activities and potentially leading field missions, all aimed at integrating gender and inclusion principles into the UN's operational framework and ensuring programmatic delivery is safe, effective, and equitable.
Responsibilities
Develop, implement, and report on programmes and projects focused on gender equality and inclusion. Monitor and analyze programme development and implementation, identifying issues and proposing corrective actions. Liaise with focal points and stakeholders to coordinate efforts and track follow-up actions. Develop gender equality and inclusion workplans and action plans in collaboration with unit chiefs and section heads. Conduct research and analysis to gather information for advocacy and awareness-building. Assist in policy development related to gender equality and inclusion by analyzing trends and preparing assessments. Monitor the implementation of gender and inclusion strategies across programmes and operations. Undertake surveys, design data collection tools, analyze responses, and prepare conclusions. Prepare written outputs such as concept papers, reports, and inputs for system-wide publications. Provide substantive support for meetings, including agenda setting, participant identification, and document preparation. Communicate policies, plans, and results through various forums and interactive sessions. Conduct outreach activities, training workshops, and presentations. Participate in or lead field missions, providing guidance and drafting mission summaries. Coordinate and support budget and funding activities, including report preparation.
Work Experience
A minimum of five years of progressively responsible experience in programme management, project management, operations management, international relations, law, or gender equality is required. Experience in developing and implementing global awareness-raising initiatives and knowledge products on gender equality and inclusion is also required. Desirable experience includes implementing such initiatives within the UN system or a similar international organization, integrating gender and inclusion into security policies, and using data analytics for outreach.
