The Senior Finance & Budget Assistant operates within the Programme Planning and Budget Division and reports directly to the Head of the Unit or Section Chief.
Job Purpose
The Senior Finance & Budget Assistant plays a crucial role in supporting financial and budgetary operations within the UN Secretariat. This role involves acting as a Certifying Officer, reviewing and analyzing programme plans, cost estimates, and budget proposals to ensure compliance with mandates. The position contributes to effective resource management by monitoring budget implementation, managing allotments, and verifying financial data integrity. Additionally, the assistant provides guidance to junior staff and supports higher-level officers in budget reviews and reporting, ensuring the smooth functioning of financial processes and informed decision-making.
Responsibilities
The Senior Finance & Budget Assistant is responsible for a range of financial and budgetary duties. This includes acting as a Certifying Officer, reviewing and preparing programme plans and revisions, and finalizing cost estimates and budget proposals, ensuring compliance with legislative mandates. The role involves managing allotments, monitoring budget implementation and expenditures, and recommending fund reallocations. Responsibilities also extend to reviewing requisitions, monitoring extra-budgetary resources, and assisting in the preparation and finalization of budget performance reports, including variance analysis. The assistant will monitor financial databases for integrity and accuracy, coordinate with finance staff, and provide guidance and supervision to general service staff. Furthermore, the role involves keeping updated on relevant guidelines, drafting correspondence, and assisting with data collection, analysis, presentation, and information sharing.
Work Experience
A minimum of ten years of experience in finance, budget, accounting, or related administrative services is required. This is reduced to eight years for candidates with a first-level university degree. One year of experience in data analytics and system enhancement implementation is also required. Experience in preparing results-based budgets and presenting data is desirable.
