The United Nations Office on Drugs and Crime (UNODC) supports the United Nations Convention against Corruption (UNCAC) Implementation Review Mechanism (IRM). Job Purpose
This consultancy focuses on developing an electronic software solution for the drawing of lots to select States Parties for review under the UNCAC Implementation Review Mechanism (IRM) during its second phase. The consultant will adapt an existing software model from a related UN convention to meet the specific requirements of UNCAC. The role includes rigorous testing and demonstration of the developed software to ensure its functionality and reliability. Additionally, the consultant is responsible for creating a comprehensive user manual to guide stakeholders in operating the new system. This initiative aims to modernize and streamline the lot-drawing process, moving from a manual, paper-based system to a more efficient electronic platform for the upcoming review cycle.
Responsibilities
The primary responsibility is to develop a software application for conducting the drawing of lots for the UNCAC Implementation Review Mechanism (IRM). This development will be based on an existing software solution previously created for the UN Convention against Transnational Organized Crime. The consultant will conduct thorough testing and demonstration sessions of the developed software to ensure its accuracy, efficiency, and user-friendliness. A key deliverable is the creation of a comprehensive user manual that clearly explains how to operate the software. This role operates under the supervision of the Crime Prevention and Criminal Justice Officer and the overall guidance of the Chief of the Convention Support Section, contributing to the modernization of the IRM's procedural processes for the second phase.
Work Experience
A minimum of five years of progressively responsible experience in research, statistics, logic, mathematics, or computer science is required. Experience in developing drawing of lots software, particularly similar to systems used by UN conventions, is highly desirable. This experience should support the successful adaptation and implementation of the new software for the UNCAC IRM.
