Organizational Context
The Office of Information and Communications Technology (OICT) leads the UN's digital transformation, aiming for secure, reliable, and innovative technology solutions. This role is within the Enterprise Solutions Service, specifically the Enterprise Application Center - Asia, hosted by UNESCAP in Bangkok, Thailand. The incumbent reports to a Senior Information Systems Officer within OICT/ESS.
Job Purpose
The Information Systems Officer will manage projects involving systems analysis, design, development, and implementation of moderately complex systems, or contribute as a key team member on larger projects. This role involves developing detailed system specifications, providing specialized user advice, and translating user requirements into new applications. The position requires maintaining and upgrading existing systems, troubleshooting issues, and ensuring system performance and effectiveness. Additionally, the officer will develop and maintain integrated computer programs, manage data security, conduct testing, and create training materials. The role also includes researching new technologies, facilitating client communications, coordinating Service Level Agreements, and potentially supervising junior staff. A key aspect involves analyzing data to provide insights for planning and decision-making.
Responsibilities
Manage projects including feasibility studies, systems analysis, design, development, and implementation of moderately complex systems, or contribute to major components of larger systems as part of a development team. Develop detailed system specifications and user documentation. Provide expert advice to users, analyze requirements, and translate them into applications, addressing integration and linkage issues. Maintain, upgrade, and enhance existing user systems, troubleshoot problems, and provide ongoing user support. Develop and maintain integrated computer programs, ensuring appropriate data security and access controls. Organize and execute unit and integrated testing, and assist users with acceptance testing. Create training materials, operating manuals, and user guides, and train staff on assigned systems. Research, analyze, and evaluate new technologies, recommending their deployment. Write reports on systems-related topics, requirements, and strategy. Facilitate communication between OICT/ESS and clients, coordinating Service Level Agreements. Provide guidance and supervision to junior staff and consultants. Collect and analyze data to identify trends and provide insights through data visualization for planning and decision-making. Perform other related duties as assigned.
Work Experience
A minimum of five years of progressive experience in planning, design, architecture, development, implementation, and maintenance of computer information systems is required. Additionally, five years of hands-on experience architecting and developing Knowledge Management solutions using SharePoint and SPFX, four years with Power Automate and Azure Logic Apps, and three years managing an IT software development team are required. Experience with Machine Learning, RAG, and data analytics is desirable.
