Organizational Context
The UN Secretariat's Economic and Social Commission for Asia and the Pacific (ESCAP), Transport Division, is implementing a project to enhance the capacity of member states in Asia and the Pacific to adopt low-carbon and resilient transport action plans. This initiative aims to accelerate climate action within the transport sector by addressing technical, institutional, and financial gaps.
Job Purpose
This consultancy aims to provide essential technical expertise to support the development of a costed implementation plan for transport-related measures within Indonesia's Nationally Determined Contributions (NDC) 3.0. The role involves creating a master investment blueprint for transport, transforming NDC targets into a prioritized, financially viable project pipeline. This plan will guide public and private investment, attract climate finance, and accelerate on-the-ground implementation, ensuring Indonesia's climate and transport ambitions are translated into tangible, sustainable results. The consultant will collaborate extensively with national stakeholders and ESCAP to ensure the plan is nationally owned and technically robust.
Responsibilities
Key responsibilities include conducting a detailed sectoral analysis of Indonesia's transport decarbonization goals and NDC targets to identify priority policies. The consultant will develop a costed project pipeline with detailed capital and operational cost estimates for prioritized interventions, identifying investment gaps. This involves leading the drafting of a comprehensive report detailing targets, the project pipeline, timelines, responsible entities, and MRV frameworks. The role also requires ensuring integration of transport mitigation with adaptation, loss and damage, and cross-cutting themes like gender. Active participation in workshops, consultations, and validation meetings is crucial, presenting technical analyses and incorporating stakeholder feedback.
Work Experience
A minimum of 7 years of working experience is required in sustainable transport, climate change mitigation, transport decarbonization, or transport finance. Demonstrated expertise in GHG accounting, transport modelling, developing mitigation project pipelines, and transport policy analysis, particularly within Southeast Asia, is essential. A strong understanding of Indonesia’s national climate policies and institutional frameworks is also necessary.
