Organizational Context
The UN Secretariat's Economic and Social Commission for Asia and the Pacific (ESCAP), Transport Division, is implementing a project to enhance the capacity of member states in Asia and the Pacific to adopt low-carbon and resilient transport action plans. This initiative aims to accelerate climate action within the transport sector by addressing technical, institutional, and financial barriers.
Job Purpose
This consultancy aims to provide essential technical expertise to support Indonesia's national undertaking in developing a costed implementation plan for transport-related measures within its NDC 3.0 and a comprehensive national transport adaptation plan. The role involves extensive stakeholder consultations, detailed sectoral analysis, and collaborative drafting to ensure the plan is nationally owned, technically robust, and actionable. The ultimate goal is to produce a document that identifies resilient transport infrastructure gaps, guides investment, attracts climate finance, and accelerates on-the-ground implementation, effectively addressing Indonesia's climate and transport adaptation needs and charting a path towards resilient transport development.
Responsibilities
Develop an inception report detailing methodology, workplan, and stakeholder engagement. Conduct a climate risk and vulnerability assessment for the transport sector. Draft and finalize a national transport adaptation plan, incorporating stakeholder feedback. Actively participate in project discussions, workshops, meetings, and events. Analyze key transport systems, assets, and institutional context. Identify gaps in current transport planning, design, and capacity for resilience. Develop and prioritize transport-specific adaptation measures. Prepare the adaptation action plan with timelines, responsible agencies, and financing considerations. Ensure the plan includes a framework for monitoring and reporting progress.
Work Experience
A minimum of 7 years of working experience in sustainable transport, climate change adaptation, or resilient infrastructure is required. Demonstrated expertise in transport infrastructure policy analysis within Southeast Asia is essential. A strong understanding of Indonesia’s national climate policies and institutional frameworks is also necessary.
