System Development Consultant
Organizational Context
The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), through its Macroeconomic Policy and Financing for Development Division (MPFD) and the Financing for Development Section (FFDS), supports member States in achieving the 2030 Agenda for Sustainable Development. This role contributes to a project enhancing sustainable finance ecosystems and mobilizing investment for climate action.
Job Purpose
This consultancy focuses on the design, development, and operationalization of a digital sustainability reporting and disclosure system for the Securities and Exchange Regulator of Cambodia (SERC). The role is part of a project aimed at strengthening Asia-Pacific countries' capacity to mobilize sustainable finance and investment. The consultant will create a system aligned with international standards and local regulations, conduct needs assessments, develop system architecture, and deliver user-oriented capacity-building through webinars and e-learning materials. The ultimate goal is to empower member states in improving corporate and financial institution reporting practices, thereby enhancing their ability to attract sustainable finance and investment.
Responsibilities
Lead the end-to-end design and development of a digital sustainability reporting and disclosure system for the Securities and Exchange Regulator of Cambodia (SERC). Conduct needs assessments and functional consultations with government counterparts and stakeholders to define requirements and system specifications. Develop the system architecture, reporting logic, data structure, user interface, and core functionalities. Ensure the system integrates international standards (ISSB, SASB, GRI) and local regulatory frameworks (Cambodia's ESG disclosure Prakas). Translate reporting requirements into practical digital workflows and features. Prepare technical and user documentation. Test and refine the system based on feedback. Deliver the final system and provide technical guidance during rollout and handover. Conduct monthly webinar-based capacity-building sessions and develop e-learning materials for system users.
Work Experience
A minimum of 3 years of professional experience is required in leading the development of digital systems for sustainability reporting and disclosure. Experience with companies, regulatory bodies, financial institutions, or public institutions is essential. Familiarity with major sustainability reporting standards (ISSB, SASB, GRI) and local regulatory frameworks is necessary.
