National Consultancy to support OHCHR Mozambique to assess the Mozambican Armed Forces' institutional framework compliance with international human rights standards
Organizational Context
The Office of the High Commissioner for Human Rights (OHCHR) Mozambique seeks a consultant to support its mandate in assessing the Mozambican Armed Forces' institutional framework. This role is crucial for ensuring compliance with international human rights standards within the defense sector, contributing to OHCHR's broader mission in the country.
Job Purpose
The primary purpose of this consultancy is to support OHCHR Mozambique in conducting a comprehensive assessment of the Mozambican Armed Forces' institutional framework against international human rights standards. The consultant will assist in developing standard operating procedures (SOPs) related to human rights within the defense context, facilitate consultation workshops with key stakeholders including the Ministry of Defense, and integrate feedback to refine draft SOPs. This role directly contributes to strengthening human rights adherence within Mozambique's armed forces and promoting a culture of accountability and respect for human rights.
Responsibilities
The consultant will support OHCHR Mozambique in assessing the Mozambican Armed Forces' institutional framework for compliance with international human rights standards. Key duties include assisting in the development of standard operating procedures (SOPs) on human rights thematic areas, in collaboration with an international consultant and providing insights specific to the Mozambican context. The role involves participating in and contributing to the organization of consultation workshops with OHCHR and the Ministry of Defense. Furthermore, the consultant will integrate feedback from validation workshops into draft SOPs and liaise with relevant OHCHR staff at national, regional, and headquarters levels. Ensuring a gender perspective is integrated throughout all work is also a core responsibility, alongside performing other related duties as required.
Work Experience
A minimum of ten years of relevant work experience is required, specifically in human rights, peace and security, and working with government institutions. Experience in developing and implementing Standard Operating Procedures (SOPs) is also required. Prior experience working with armed forces is considered desirable.
