Organizational Context
This position is within the UN Office of the High Commissioner for Human Rights (OHCHR) Regional Office for South-East Asia in Bangkok. The Human Rights Officer serves as the Team Lead for the Thailand team, reporting directly to the OHCHR Regional Representative. The role operates within the Asia Pacific, Middle East and North Africa Branch.
Job Purpose
The Human Rights Officer leads the design, implementation, and monitoring of OHCHR's Thailand program, including EU-funded projects, ensuring alignment with the organization's mandate, donor requirements, and national human rights priorities. This involves reviewing and evaluating activities related to international human rights instruments, supporting treaty bodies and special procedures, and preparing reports for UN bodies. The role also focuses on integrating human rights into UN and non-governmental programs, representing OHCHR in engagements with various stakeholders, and strengthening partnerships to enhance the visibility and impact of OHCHR's work. Additionally, the officer provides expert advice, advocates for key thematic priorities, and assists in developing and implementing human rights training programs for national authorities.
Responsibilities
Key responsibilities include leading the design, implementation, and monitoring of the Thailand human rights program and associated projects, ensuring compliance with mandates and donor requirements. The role involves reviewing and evaluating activities related to international human rights instruments and supporting treaty bodies and special procedures. The officer will prepare human rights reports, engage with peacekeeping teams, UN staff, national officials, military, and police to plan and review project activities. Integrating human rights, including gender dimensions, into UN and non-governmental programs is crucial. The position requires representing OHCHR in engagements with government, NHRI, CSOs, UN entities, and international organizations to foster coordination and policy development. Strengthening partnerships, providing expert advice, and advocating for thematic priorities like combating torture and protecting human rights defenders are essential. The officer will also assist in developing and implementing human rights training for military and police, serve as a team leader managing staff, coordination, and administrative functions, and ensure effective team coordination and performance management. Data analysis and visualization for planning and reporting are also key duties.
Work Experience
A minimum of seven years of progressive experience in human rights, political affairs, international relations, or law is required. Experience managing large technical cooperation programs, complex protection contexts, and medium-sized teams is essential. Experience maintaining relationships with government authorities and human rights monitoring are desirable. Two or more years of experience in data analytics is also desirable.
