Organizational Context
The Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP) was established by the UN General Assembly in June 2023. This role, currently based in Geneva, may be subject to relocation to Damascus, Syria, or other operational locations. The incumbent reports to the Senior Human Rights Officer.
Job Purpose
The Programme Management Officer will support the Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP) by developing, implementing, and evaluating assigned programmes and projects. This involves monitoring progress, analyzing developments, identifying issues, and coordinating with national authorities, civil society, victims' associations, and international partners. The role requires researching and analyzing information relevant to the Institution's mandate, contributing to policy development, and preparing various written outputs. The officer will also provide substantive support to meetings, coordinate outreach activities, and manage budget-related activities, utilizing data analysis and visualization for informed decision-making and reporting.
Responsibilities
Develop, implement, and evaluate programmes and projects, monitoring their progress and analyzing development. Identify and address issues, initiating corrective actions and liaising with national authorities, civil society, victims' associations, and international partners. Conduct consulting assignments, facilitating workshops and assisting in action plan development. Research and analyze diverse information, including political and institutional developments relevant to the mandate. Coordinate policy development, evaluations, and research activities. Design data collection tools, analyze responses, and prepare conclusions. Organize and prepare written outputs such as background papers and reports. Provide substantive support for meetings and coordination mechanisms, engaging with various stakeholders. Initiate and coordinate outreach activities, including training workshops and presentations. Lead or participate in field missions, providing guidance and drafting summaries. Coordinate budget funding activities and prepare related reports. Collect and analyze data to identify trends and provide insights for planning and decision-making.
Work Experience
A minimum of seven years of progressive experience in project or programme management, administration, or a related area is required. Desirable experience includes supporting initiatives related to missing persons, engaging with Syrian stakeholders, coordinating with international organizations, and data analytics.
