Climate Resilience Project Consultant
Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development. This role supports the "Accelerating the implementation of the Paris Agreement by building climate resilience in vulnerable urban areas" program, funded by AECID. The project aims to strengthen urban climate resilience through policy improvement and capacity building at community and municipal levels.
Job Purpose
This consultancy aims to strengthen the climate resilience of vulnerable urban communities by improving policy environments and building capacities. The role will support the implementation of the Paris Agreement and accelerate climate action in urban areas, particularly for poor and informal settlements. The consultant will contribute to developing bankable projects and enhancing institutional capacities to foster resilient and sustainable urban futures. The position is based in Cartagena, Colombia, and involves close collaboration with local stakeholders and the UN-Habitat Andean Countries Hub.
Responsibilities
The consultant will lead project implementation in Cartagena, serving as the local liaison with stakeholders and coordinating the work plan. Key duties include supporting data collection on urban, socio-economic, and climate issues, assisting in vulnerability and risk assessments, and facilitating local workshops. The role involves preparing technical reports, convening governance structure meetings, and ensuring compliance with UN-Habitat policies. Additionally, the consultant will support administrative processes, the project's communications strategy, and identify complementary international cooperation and fundraising opportunities.
Work Experience
A minimum of four years of work experience in human settlements, urban planning, territorial planning, urban development management, climate resilience, climate risk management, or social inclusion is required. Experience with technological tools, Microsoft Office, database programs, ERP, and GIS systems is also necessary. Experience within the UN System or on climate change projects in Cartagena is desirable.

Project implementation, stakeholder liaison, data collection and analysis, vulnerability and risk assessment, workshop facilitation, report writing, administrative process support, communication strategy support, fundraising, knowledge management, familiarity with UN-Habitat policies and procedures, proficiency in Microsoft Office, ERP, and GIS systems.
