Organizational Context
The United Nations Secretariat, specifically within the United Nations Conference on Trade and Development (UNCTAD), seeks a consultant to conduct an independent evaluation of the EU4Business project. This role operates under the supervision of the Chief of the Independent Evaluation Unit and is home-based.
Job Purpose
The primary purpose of this role is to conduct a comprehensive, fair, and objective independent evaluation of the "EU4Business: Support to CEFTA for Non-Tariff Measures monitoring and reporting and support to the implementation of the CEFTA Dispute Settlement Mechanism" project. The consultant will produce a detailed evaluation report assessing the project's relevance, effectiveness, efficiency, sustainability, and mainstreaming of cross-cutting issues like gender and environmental sustainability. The evaluation aims to identify successes, shortcomings, and lessons learned, providing pragmatic recommendations for future interventions and ensuring alignment with UN evaluation standards and UNCTAD's policies.
Responsibilities
Conduct an independent evaluation of the EU4Business project, assessing relevance, effectiveness, efficiency, sustainability, and mainstreaming of gender, environmental sustainability, disability inclusion, and the principle of leaving no one behind. Identify successful elements for replication and specific achievements providing value for money. Document shortcomings, constraints, challenges, and gaps encountered during implementation. Develop pragmatic recommendations to enhance future work, foster synergies, and address beneficiary needs. Draw lessons of wider applicability for other projects or countries. Review exit strategies for their suitability to member states and implementing entities. Submit a final evaluation report detailing key findings as per the Terms of Reference, adhering to UNEG guidelines and UNCTAD's Evaluation Policy, integrating human rights, gender equality, and disability perspectives.
Work Experience
A minimum of 7 years of experience in conducting or managing evaluations, or in programme management, is required. Experience with trade-related technical assistance and capacity-building interventions is preferred. Experience in public policy or development programme evaluations is desirable.
