Lead Consultant - Technical Support Consultant under UNEP Partnership Programme
Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. Within UNEP, the Law Division supports sustainable development policies. OzonAction's Compliance Assistance Programme (CAP) provides global management services to National Ozone Units (NOUs), ensuring effective implementation of the Montreal Protocol and Kigali Amendment. This role supports the OzonAction International Partnership Programme.
Job Purpose
This consultancy aims to provide continuity of operational support to the UNEP OzonAction International Partnership Programme. The role involves maintaining, promoting, and updating jointly developed products with ASHRAE, managing work plans, sustaining partner relationships, and ensuring coherence with related OzonAction initiatives. The consultant will support the management, maintenance, and development of tools and products, ensuring quality control, stakeholder engagement, and coordination with global and regional partners. The position contributes to the effective implementation of Montreal Protocol obligations and the Kigali Amendment by supporting capacity-building and technical assistance to Article 5 parties, particularly in the refrigeration and air-conditioning sector.
Responsibilities
The consultant will coordinate, monitor, and report on the OzonAction International Partnership knowledge products and tools, including managing work plans and drafting future plans. Responsibilities include partner engagement, supporting the ASHRAE-UNEP Connect platform, and identifying subject-matter experts for dissemination. The role involves technical review, quality assurance, deployment, and dissemination of knowledge products through CAP Networks and projects. Analysis of product usage, recommendation of improvements, and establishment of feedback mechanisms are key duties. The consultant will also provide technical review and support for UNEP RAC Plant Sustainability initiatives and contribute to knowledge sharing on Lower-GWP innovations and best practices.
Work Experience
A minimum of ten years of progressively responsible experience in environment, engineering, technology, or chemistry is required. This should include expertise in the refrigeration and air-conditioning sector, Montreal Protocol, and Kigali Amendment. Extensive experience in planning and managing workshops, working with diverse stakeholders, and strong communication and facilitation skills are essential. Experience with developing countries, policy/technical expertise in Montreal Protocol implementation, and familiarity with the ASHRAE–UNEP cooperation portfolio are desirable.
Skills
Strong understanding of the Montreal Protocol and Kigali Amendment, particularly in the refrigeration and air-conditioning sector. Excellent communication and facilitation skills. Excellent writing skills for report preparation. Strong organizational skills with the ability to prioritize tasks and meet deadlines. Experience in planning and managing workshops and training events. Experience working with diverse stakeholders. Familiarity with portfolio monitoring and data-driven product improvement is desirable.
