Job Purpose
This consultancy involves conducting a Midterm Review (MTR) for the "FARM: Strengthening investment for adoption of alternatives and sustainable management of agrochemicals and agricultural plastics in Africa and Latin America through pilots in Kenya and Uruguay" project (GEF ID 10902). The MTR will analyze the project's progress, identify challenges, and recommend corrective actions to ensure it achieves its intended outcomes. The consultant will also contribute to a programme-level report by summarizing findings from all child project MTRs, assessing the overall FARM Programme's progress, and providing insights for potential programme-wide improvements and lessons learned.
Responsibilities
Conduct a Midterm Review (MTR) for the FARM Kenya and Uruguay child project (GEF ID 10902), assessing its relevance, effectiveness, and efficiency. Analyze project progress against expected outcomes and impacts, identifying challenges and recommending corrective actions. Coordinate with the Lead MTR Consultant for the FARM Programme and other stakeholders, including UNEP, FAO, and GEF. Prepare a geo-referenced map and photographs of key intervention sites. Draft and finalize the MTR report in accordance with UNEP evaluation requirements, including a stakeholder consultation process. Submit the final report and a presentation to the Task Manager. Provide regular updates to UNEP GEF C&GC Unit teams and arrange necessary interpretation/translation services.
Work Experience
A minimum of 5 years of technical/evaluation experience in projects and programmatic approaches is required. Experience evaluating UNEP and/or GEF projects is desirable. A good understanding of agricultural chemicals and plastics management issues, policy development, institutional frameworks, and value chains is needed. Familiarity with the UN system and UNEP's work is desirable.
Skills
Project evaluation, quantitative and qualitative review methods, stakeholder consultation, report writing, data collection, analysis of project performance (relevance, effectiveness, efficiency), understanding of agricultural chemicals and plastics management, knowledge of UN system and UNEP operations.
