Organizational Context
The Department of Operational Support (DOS) provides operational support across the UN Secretariat. The Regional Service Centre in Entebbe (RSCE) offers efficient, client-oriented administrative services, including HR, finance, and ICT. This role is within the Quality Assurance and Business Intelligence Unit at RSCE, reporting to the Unit Supervisor.
Job Purpose
This role supports quality assurance within the RSCE's HR functions, focusing on reviewing outputs, tracking feedback, and implementing preventive measures. The incumbent will assist in managing HR business processes such as payroll, leave, entitlements, and contract management for various personnel categories. Responsibilities include reviewing onboarding, travel, and separation processes, monitoring HR guidelines, and administering international staff entitlements efficiently. The role also involves providing guidance on HR matters, handling complex cases, and ensuring compliance with rules and financial frameworks. Additionally, the position contributes to HR strategy, process development, and resolving HR system queries.
Responsibilities
Support quality assurance by reviewing outputs, tracking feedback, flagging errors, and compiling reports. Assist in managing HR business processes including payroll, leave, entitlements, contract extensions, separations, and final payments for civilian, non-staff, and uniformed personnel. Review onboarding, travel arrangements, settling-in grants, check-in/out, and separation activities, including dependent repatriation. Monitor and evaluate HR guidelines, rules, and procedures, making recommendations as needed. Administer end-to-end entitlements and benefits for international staff, ensuring efficiency and compliance. Provide guidance and advice to clients on benefits, entitlements, and HR regulations. Review entitlement requests and claims, handling complex cases and conducting research. Assist in the administration and certification of benefits and entitlements processing. Contribute to HR strategy and process design. Review HR administration of benefits and entitlements in UMOJA and maintain related roles. Assist in processing data related to conditions of service and resolve escalated HR system queries.
Work Experience
A minimum of seven years of experience in human resources management or administrative services is required; this is reduced to five years for candidates with a first-level degree or higher. Experience with HR systems (SAP, Umoja, or similar) for entitlements and benefits administration is mandatory. Experience applying UN Staff Rules and Regulations in an operational setting is also required. Experience in a shared service center is desirable.
