National Consultant for Gender, Climate Risk and Early Warning Capacity Building
Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development. This consultancy is managed by UNEP’s Climate Early Warning Section within the Climate Change Division, which focuses on providing capacity building and technical support to governments for climate adaptation and mitigation.
Job Purpose
This consultancy aims to enhance the capacity of women and fishing communities in Timor-Leste to understand early warning systems and climate-related disaster risks. The consultant will lead a disaster risk awareness and education campaign, facilitate training sessions, and update communication materials to be relevant to rural and coastal communities. The role supports the "Enhancing Early Warning Systems to build greater resilience to hydro meteorological hazards in Timor-Leste" project, contributing to climate action, health, and disaster risk reduction goals.
Responsibilities
The consultant will conduct a desk review and develop a work plan, followed by creating a concept note for an awareness and education campaign. Key duties include reviewing and updating gender-responsive Information and Education Communication (IEC) materials. The consultant will lead and facilitate awareness campaigns in multiple locations across Dili, Manatuto, Baucau, Lautem, and Viqueque, specifically targeting fishing communities and women. This involves strengthening community-level networks for disaster risk management collaboration. Finally, the consultant will report on campaign activities, including pre- and post-test evaluations and lessons learned.
Work Experience
A minimum of 5 years of experience in gender-related work is required. Experience in developing and facilitating training programs, community awareness campaigns, and educational initiatives on early warning systems at national and community levels, particularly in Environment/Climate Change, is essential. Experience with women's groups and local organizations in Timor-Leste is highly desirable.
