National Evaluation Consultant - HSCI End of Project Evaluation
Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development globally and in Zimbabwe, supporting national priorities and global commitments like the 2030 Agenda. Job Purpose
This role serves as a National Evaluation Consultant for the Harare Sustainable City Initiative (HSCI) project. The primary purpose is to conduct an independent end-of-project evaluation, assessing its relevance, effectiveness, efficiency, coherence, sustainability, and impact. The evaluation will validate project outcomes against its objectives, focusing on carbon-neutral urban basic services and energy-efficient built environments. Findings will inform future interventions, identify lessons learned, and assess scalability and exit strategies, contributing to UN-Habitat's accountability and learning processes.
Responsibilities
The consultant will contribute to assessing the project's overall performance, including output availability and outcome achievement. Key duties involve evaluating the project's relevance, efficiency, effectiveness, coherence, sustainability, and potential impact on carbon-neutral urban services and energy efficiency. This includes analyzing planning, resource adequacy, and working arrangements with partners. The role also requires assessing the integration of cross-cutting issues like gender, disability, youth, and human rights. Identifying lessons learned, areas for improvement, and making actionable recommendations are crucial. Furthermore, the consultant will assess the scope for scaling up project outputs and the effectiveness of the project's exit strategy.
Work Experience
A minimum of 5 years of professional experience in evaluation and results-based management is required. Experience working with local governments, particularly in conducting evaluations, is essential. Familiarity with the UN and UN-Habitat's mandate is considered an asset.
Skills
Evaluation and results-based management, experience with local governments, strong analytical and reporting skills, ability to present findings with data visualization, fluency in English and Shona.
