CHIEF SECURITY OFFICER
Organizational Context
This position is within the Security and Safety Section Service (SSS) of the Economic and Social Commission for Western Asia (ESCWA), reporting to the Executive Secretary. The role is technically supervised by the Director of UNDSS in New York. UNDSS provides leadership and oversight for the UN System's security management.
Job Purpose
The Chief of Security and Safety Service advises the Head of Office on security matters, develops policies, and coordinates security operations for ESCWA. This includes maintaining awareness of local security conditions, identifying threats, and advising staff and dependents on preventative measures. The role involves establishing emergency evacuation capabilities, coordinating with local authorities, and representing ESCWA in security forums. Additionally, the incumbent is responsible for training UN staff and security personnel, managing the guard force, arranging protection details, and leading the SSS team to ensure efficient and timely execution of mandated activities while fostering a positive work environment.
Responsibilities
Advise the Head of Office on security threats and related matters, participating in policy and procedure development. Coordinate security operations with relevant UN entities and local authorities. Develop and implement security plans for ESCWA, maintaining awareness of local conditions and advising on preventative measures. Establish and manage emergency evacuation capabilities and coordinate disaster response efforts with local and international institutions. Represent ESCWA in security-related meetings and forums. Provide training and advice on personal and residential security to UN staff and dependents. Manage the guard force, arrange protection details for VIPs, and direct the work of the Security and Safety Service. Develop and implement security training programs in line with UNDSS strategy, and contribute to a positive team environment.
Work Experience
A minimum of seven years of progressive experience in military, police, or security management is required. Experience in supervising teams is also mandatory. Experience with the UN, within the ESCWA region, and in applying UN policies and procedures are desirable.
