Job Purpose
This role serves to conduct an independent end-of-project evaluation for the Harare Sustainable City Initiative (HSCI). The evaluation will assess the project's performance, relevance, efficiency, effectiveness, coherence, sustainability, and impact in promoting carbon-neutral urban basic services and energy-efficient built environments. The findings will be validated by a reference group and will inform future interventions, contributing to UN-Habitat's mandate of fostering sustainable urbanization and improving living conditions in cities.
Responsibilities
The consultant will assess the project's overall performance, including output availability and outcome achievement. Key responsibilities include evaluating the relevance, efficiency, effectiveness, coherence, sustainability, and likelihood of impact of the HSCI project. The role involves assessing planning, resource adequacy, and working arrangements, as well as the effectiveness of partnerships. Additionally, the consultant will evaluate the integration of cross-cutting issues like gender, disability, youth, and human rights, identify lessons learned, and provide actionable recommendations for future interventions and potential scaling-up opportunities.
Work Experience
A minimum of 7 years of professional experience in results-based management, policy development/analysis, or capacity building is required. Ten years of evaluation experience (conduct and management) with substantive experience in sustainable development is desirable. Familiarity with the UN and UN-Habitat's mandate is also an asset.
