Organizational Context
The Finance and Budget Officer post is within the Field Operations Finance Division (FOFD) of the UN Secretariat's Department of Management Strategy, Policy and Compliance. FOFD supports the Controller in managing financial resources for peace operations, with an annual budget exceeding US$6 billion. The Division focuses on enhancing effectiveness and efficiency in budget preparation and presentation, adapting to the dynamic environment of peace operations.
Job Purpose
The Finance & Budget Officer is responsible for supporting the Controller in managing financial resources for UN peace operations. This involves preparing and administering budgets, ensuring accountability for funds, and contributing to the Division's commitment to high standards of effectiveness and efficiency. The role requires close collaboration with various departments, field operations, legislative bodies, and contributing countries. The officer will analyze financial data, prepare budget proposals, monitor expenditures, and provide substantive support to intergovernmental bodies, ensuring compliance with UN policies and procedures in a dynamic operational context.
Responsibilities
Key responsibilities include budget preparation, involving the review and analysis of cost estimates and budget proposals for staff and non-staff requirements, including for peacekeeping operations. This entails supporting managers in resource elaboration, providing input on programme budget implications for Security Council statements, and assisting intergovernmental bodies in budget reviews. Budget administration duties involve issuing allotments, monitoring budget implementation, recommending fund reallocations, and overseeing expenditures to remain within authorized levels. The role also includes preparing budget performance submissions, analyzing variances, and providing support to legislative bodies. Additionally, the officer will draft official correspondence, conduct research on financial issues for member states, and may perform other related duties as assigned, ensuring compliance with UN financial regulations and procedures.
Work Experience
A minimum of 5 years of progressive experience in finance, administration, budget, or business administration is required. Essential experience includes working with budgetary policies, financial regulations, and using IT tools for financial analysis and budget monitoring. Experience in report writing is also required. Desirable experience includes results-based budgeting, financial systems/ERP, peace operations, and inter-governmental machinery.
