The Latin America and the Caribbean Institute for Economic and Social Planning (ILPES), part of the Economic Commission for Latin America and the Caribbean (ECLAC), is a regional UN commission established in 1948. Job Purpose
The Economic Affairs Officer, reporting to the Director of ILPES, is responsible for monitoring economic developments, conducting studies, and drafting policy recommendations within the Latin America and Caribbean region. This role involves formulating development strategies, engaging with intergovernmental bodies, and organizing expert meetings. Additionally, the officer will design and manage technical cooperation projects, provide advisory services to member states on planning and governance, and offer substantive support to ECLAC leadership. The position requires data analysis and visualization to inform planning and decision-making, contributing to the region's economic and social progress.
Responsibilities
The Economic Affairs Officer will monitor economic trends and emerging issues, conduct in-depth studies on economic development, and draft reports and policy recommendations. Responsibilities include formulating development strategies for intergovernmental bodies, organizing expert meetings, and attending international forums. The role involves designing and overseeing technical cooperation projects and missions to member states, providing analysis and advice on development planning, public management, governance, and institutional capacity-building. The officer will also offer substantive support to ILPES and ECLAC leadership for publications and policy advice, review the work of junior staff, and utilize data analysis and visualization for planning and reporting.
Work Experience
A minimum of seven years of progressive professional experience in policy analysis, public management, or governance within Latin America and the Caribbean is required. This includes experience leading policy and strategy implementation, preparing institutional documents for international bodies, and delivering technical assistance to governments. Experience in national/subnational government roles related to policy formulation or development planning is desirable, as is experience in partnerships and resource mobilization for technical cooperation.
