Organizational Context
This position is within the Donor and External Relations Section (DEXREL) of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland. The role reports to the Chief of the Donor External Relations Section, contributing to the office's resource mobilization efforts and external partnerships.
Job Purpose
The External Relations Officer is responsible for building resource mobilization capacity across the Office of the High Commissioner for Human Rights (OHCHR) at Headquarters and in field operations. This involves leading training activities, developing standardized tools and guidelines, and exploring innovative training methods. The role also ensures a consistent approach to resource mobilization by advising on policies and strategies, managing proposals, and supporting senior management in donor engagement. Furthermore, the incumbent develops and maintains strategic partnerships with diverse donors, including governments and intergovernmental organizations, to broaden the funding base for UN Human Rights initiatives.
Responsibilities
The External Relations Officer will serve as the focal point for capacity building in resource mobilization, leading training initiatives at HQ, regional, and country levels. This includes developing training modules, adapting materials for specific audiences, and promoting relevant tools. The role involves advising on resource mobilization policies, strategies, and priorities to Divisions, Branches, and field offices, and ensuring project management principles are applied to proposals. Responsibilities also include drafting donor correspondence, managing donor relations information, overseeing fundraising proposals for quality and completeness, and supporting senior management in resource mobilization missions. Additionally, the officer will develop and maintain strategic partnerships with new donors, advise senior leadership on resource mobilization strategies, promote partnerships within the UN system, and coordinate efforts to identify and secure funding opportunities aligned with UN Human Rights priorities.
Work Experience
A minimum of seven years of progressively responsible experience in human rights, humanitarian, or development work is required. This includes at least five years of experience in donor relations and resource mobilization. Experience in capacity building is also required, with experience in results-based management being desirable.
