Job Purpose
This consultancy aims to design a cohesive, predictable, and sustainable system-wide funding model for victim assistance within the UN system. The role will involve mapping existing funding mechanisms, analyzing gaps, and developing a hybrid financing model proposal. It also includes developing a pilot initiative for trust funds in the DRC, ensuring the model aligns with victim-centred principles and UN reform frameworks. The ultimate goal is to enhance the provision of assistance to victims across various UN operational contexts, ensuring continuity of care and accessibility.
Responsibilities
The consultant will conduct a comprehensive mapping and analysis of existing funding streams, mechanisms, and gaps for victim assistance across the UN system and its partners. This includes performing targeted consultations with UN entities, donors, and stakeholders. The role involves reviewing and identifying best practices in UN funding models, analyzing cost drivers, and developing options for a hybrid funding model. Key tasks also include proposing governance, allocation, and accountability arrangements, ensuring the model is victim-centred, and supporting alignment with UN reform. Additionally, the consultant will develop a proposal for a pilot trust fund initiative in the DRC.
Work Experience
A minimum of five years of progressive experience in international development financing, UN budgeting, or humanitarian financing is required. Demonstrated experience in designing or advising on funding models, pooled funds, or financing frameworks within the UN or similar multilateral settings is essential. Experience with resource mobilization and engaging donors is desirable.
