Organizational Context
This position is within the Programme Office in the Philippines (POPHL) in Manila, part of the UNODC's Regional Office for Southeast Asia and the Pacific. The role operates under the Division for Operations and the Crime Prevention and Criminal Justice Section. The incumbent reports to the UNODC Representative and is directly supervised by a Team Leader, with additional reporting to the Head of POPHL and a Counter-Cybercrime Advisor.
Job Purpose
The primary purpose of this role is to support the implementation of projects and activities focused on ending violence against children, in coordination with related online exploitation portfolios in the Philippines. The incumbent will deliver technical assistance, provide support for reviewing legal and policy frameworks, and contribute to situation analyses on child protection in the online space. This involves developing strategies and programs at national, sub-regional, and regional levels to help governments apply international standards. The role also involves developing policy guidelines, practical tools, and capacity-building activities, while liaising with various stakeholders and facilitating knowledge exchange on best practices in child protection and children's rights within crime prevention and criminal justice.
Responsibilities
The role involves delivering technical assistance on preventing and responding to violence against children, justice for children, and children's rights, including conceptualization and operational implementation. It requires providing substantive and operational support for reviewing legal and policy frameworks related to violence against children and online exploitation, focusing on the Philippines and Southeast Asia. The incumbent will contribute to situation analyses of institutional capacities for child protection online, aiding in the development of strategies and projects to support governments in applying international standards. Responsibilities include developing policy guidelines and practical tools, delivering capacity-building activities, and liaising with government counterparts, UN organizations, international bodies, private sector, and civil society. The role also entails providing input for workplans and reports, facilitating knowledge exchange, supporting meetings and workshops, assisting with mission preparation and project monitoring/evaluation, and collecting/analyzing data for insights and reporting.
Work Experience
A minimum of five years of progressive professional experience in implementing child protection projects within crime prevention and criminal justice is required. Experience in research, situation analyses, and legal drafting on child protection is also necessary. Experience in reviewing legislation, promoting children's rights, developing practical tools, and working with international standards is required. Experience in protecting children online, building multi-stakeholder partnerships, and working with international organizations is desirable.
