Stock-take, and Baseline Study on NBSAP process and implementation consultancy
Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, promoting environmental policy and sustainable development. This consultancy is within UNEP's Ecosystems Division, specifically the Nature Frameworks Support Unit, which supports the NBSAP Accelerator Partnership. This partnership aids countries in developing and implementing ambitious National Biodiversity Strategies and Action Plans (NBSAPs) aligned with the Global Biodiversity Framework.
Job Purpose
This consultancy aims to support the Government of Sierra Leone, through its Environment Protection Agency (EPA), in undertaking a comprehensive gap analysis and stock-take of its previous NBSAP 2.0 (2017-2026). The purpose is to understand and enhance the monitoring of the country's NBSAP implementation, track progress, and identify challenges. The findings will inform the development of NBSAP 3.0 (2026-2035), ensuring alignment with the Global Biodiversity Framework and the NBSAP Accelerator Partnership objectives. This role will provide crucial baseline data, recommendations, and assess institutional capacity and funding streams to facilitate successful biodiversity conservation and governance in Sierra Leone.
Responsibilities
The consultant will track the implementation status of Sierra Leone's NBSAP 2.0 (2017-2026) and provide baseline data for future planning. Key duties include identifying gaps, challenges, and offering recommendations for the successful implementation of NBSAP 3.0. The role involves ensuring national NBSAP targets for 2026-2035 have adequate baseline and metadata. Additionally, the consultant will evaluate progress towards national biodiversity targets and global CBD goals, identify factors influencing NBSAP implementation success or failure, and determine institutional capacity and resources for biodiversity conservation. The consultant will also assess the effectiveness of relevant policies and legal frameworks and evaluate available funding for national and Global Biodiversity Framework targets.
Work Experience
A minimum of 5 years of relevant experience is required in biodiversity policies and strategic planning, biodiversity conservation, and facilitating multi-stakeholder partnerships. Experience with NBSAP revision and implementation processes in Sierra Leone is mandatory, as is demonstrable experience in implementing the Convention on Biological Diversity or related activities. Experience in national biodiversity policy, planning, and implementation is also required.
