Developer - IT Expert

Organizational Context

The United Nations Conference on Trade and Development (UNCTAD) seeks an IT expert to enhance the TiSSTAT platform. This role supports the strategic evolution of the platform, focusing on documentation, user interface, and operational stability. The position is home-based and operates under the supervision of a project officer.

Job Purpose

The purpose of this role is to significantly improve the TiSSTAT platform by ensuring scalable, multilingual documentation, streamlining maintenance through automation, and delivering a fully redesigned, user-validated interface for versions 1.6 and 2.0. The contractor will also ensure the continued stable operation of version 1.6. This involves migrating documentation to ASCIIdoc, developing a button generator for consistent translations, redesigning the user interface and questionnaire logic, deploying the platform to new countries, and providing ongoing maintenance and technical support, including bug resolution and security updates. The ultimate goal is to enhance user experience, improve maintainability, and ensure the platform's reliability and adaptability.

Responsibilities

Key responsibilities include migrating existing user manuals and installation guides to ASCIIdoc, ensuring modularity and multi-language support. Develop a button generation tool for consistent translation management. Redesign the user interface and questionnaire logic for TiSSTAT versions 1.6 and 2.0, ensuring backward compatibility and cross-version consistency. Deploy TiSSTAT to new countries, including Bhutan, Indonesia, Mongolia, and Papua New Guinea. Provide ongoing maintenance and technical support for TiSSTAT, resolving full-stack bugs, applying security patches, and managing support requests. Collaborate with the version 2.0 team to backport essential fixes and maintain technical documentation.

Work Experience

Requires at least 7 years of proven experience in developing and maintaining content applications using Angular and backend services with Spring Boot (Java). Must have at least 7 years of experience with MS SQL Server, including complex query design and performance optimization. Experience with ASCIIdoc, Tolgee, multi-version software management, UI/UX redesign, and providing ongoing technical support is also required.
