The United Nations Environment Programme (UNEP) Regional Office for West Asia (ROWA), based in Beirut, supports regional environmental and sustainable development goals. UNEP ROWA is collaborating with Kuwait's Environment Public Authority (EPA) to develop a National Environmental Data Management Plan, strengthening data infrastructure and promoting evidence-based decision-making.
Job Purpose
This consultancy aims to support the development of Kuwait's National Environmental Data Management Plan. The role will establish a strategic and operational framework for systematic environmental data collection, integration, sharing, and utilization across government entities. The objective is to enhance data infrastructure, promote transparency, and facilitate evidence-based environmental decision-making through accurate, reliable, and timely data, aligning with international best practices and national priorities. The consultant will work under the supervision of the Regional Coordinator, contributing to the overall success of this critical environmental initiative.
Responsibilities
The consultant will be responsible for developing a comprehensive National Environmental Data Management Plan for Kuwait. Key duties include: developing a draft Table of Contents for the plan, outlining its structure, content, and logical flow; conducting research, data collection, and gap analysis of Kuwait's environmental data landscape, including existing systems, data quality, and inter-agency coordination; identifying and documenting international best practices; mapping data sources and analyzing the legal and institutional context; evaluating current capacity and infrastructure for data integration; and defining digital and manual data workflows. Additionally, the consultant will lead stakeholder engagement and consultations to assess current practices, identify needs, and inform the plan's vision and objectives.
Work Experience
A minimum of 7 years of experience in data management, data governance, data systems, policy analysis, or digital transformation is required. Experience in knowledge sharing, communication, and capacity building is a strong asset. Previous experience in report conception is necessary. Familiarity with the environmental context of Kuwait and the West Asia region is desirable.
