Technical Specialist Consultant
Organizational Context
The UN Secretariat, specifically UNRWA's Programme Relief & Social Services in the West Bank, is seeking a Technical Specialist Consultant. This role is part of a project to expand and improve rehabilitation services for persons with disabilities in high-risk areas, contributing to UNRWA's mandate of providing assistance and protection.
Job Purpose
The purpose of this consultancy is to provide expert technical supervision, mentoring, and support to enhance the capacity of Community-Based Organizations (CBOs) and Community-Based Rehabilitation Centers (CBRCs) in delivering effective, evidence-based rehabilitation services for persons with disabilities. The role will focus on strengthening service delivery, improving referral pathways, developing essential tools and guidelines, and ensuring alignment with international disability inclusion standards. The consultant will also play a key role in monitoring and evaluating the effectiveness of interventions, contributing to the overall goal of improving rehabilitation services and promoting disability inclusion within the West Bank.
Responsibilities
Provide technical supervision and mentoring to CBRCs to enhance their capacity in designing action plans, guidelines, and toolkits for disability inclusion. Develop and deliver training sessions on disability inclusion for staff and support organizational change within CBRCs to embed disability rights into daily operations. Act as a liaison between CBRCs, organizations of persons with disabilities (OPDs), and human rights institutions. Establish accountability mechanisms, including monitoring frameworks and inclusion scorecards, and facilitate consultations to identify needs and gaps. Ensure project inclusion efforts align with international standards like the UN Disability Inclusion Strategy. Evaluate outcome measurement tools and conduct field reviews to analyze data, identify gaps, and provide recommendations for improving rehabilitation approaches. Prepare technical and final summary reports on findings, recommendations, and strengthened CBRC capacity.
Work Experience
A minimum of 10 years of experience in rehabilitation, including intervention planning, supervision, and outcome measurement. Experience with rehabilitation services for persons with complex and multiple disabilities, evaluating rehabilitation effectiveness in community-based programs, and knowledge of human rights frameworks for persons with disabilities (CRPD) are required. Experience providing technical coaching to multidisciplinary teams is also necessary.
