HUMAN RIGHTS OFFICER
Organizational Context
This position is based in the Regional Hub for Central and West Africa (RHCWA) in Brazzaville, Republic of Congo, under the Office of the High Commissioner for Human Rights (OHCHR). The Human Rights Officer reports to the Regional Representative and is integral to the Global Operations Division. The role involves monitoring, data analysis, reporting, and advising on human rights, peace, and development.
Job Purpose
The Human Rights Officer's purpose is to conduct substantive monitoring and investigation of human rights and international humanitarian law compliance, ensuring accountability and adherence to international standards. This involves collecting and analyzing evidence-based information to inform early warning systems, policy development, and decision-making, with a focus on civil, economic, social, and political rights. The role supports national counterparts in legislative reforms, advises on integrating human rights into development policies, and provides support to international human rights mechanisms. Additionally, the officer engages in advocacy, partnership building, fundraising, and capacity-building initiatives to advance human rights and equality, contributing to the OHCHR's mandate and the UN's commitment to leave no one behind.
Responsibilities
Conduct substantive monitoring and follow-up on human rights and international humanitarian law implementation and recommendations from human rights mechanisms. Collect, document, and analyze evidence-based information on human rights to support early warning, accountability, and decision-making, ensuring data is appropriately shared. Advise national counterparts on drafting legislation and reforms aligned with international human rights norms. Provide technical support to integrate human rights into development policies and programs. Support treaty bodies, special procedures, and commissions of inquiry through research and coordination. Engage in fundraising and resource mobilization for OHCHR goals. Promote human rights through advocacy and outreach. Build and maintain partnerships with various stakeholders. Deliver training programs and workshops to enhance capacity. Supervise junior staff, organize work assignments, and ensure timely delivery of outputs.
Work Experience
A minimum of 5 years of progressively responsible experience in human rights or related fields is required. Experience in political affairs, international relations, law, social sciences, development, or humanitarian affairs is relevant. Project management, knowledge of human rights mechanisms, and skills in designing and delivering training programs are required. Planning, organizing, and coordination skills in a multi-stakeholder environment are essential. Building partnerships and mobilizing support are desirable.
