Organizational Context
The United Nations Secretariat, specifically the Resident Coordinator System, supports the Gabonese government in achieving national development priorities aligned with Agenda 2030. Job Purpose
This role is to conduct an independent final evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) for Gabon (2023-2027). The purpose is to assess the strategic relevance, performance, coherence, and collective contribution of the UN System to observed development changes within the country's evolving political, institutional, and programmatic context. The evaluation will provide critical insights and recommendations to inform future strategic planning, implementation, and the formulation of the next Cooperation Framework, ensuring alignment with national priorities and citizen expectations for tangible development results.
Responsibilities
The consultant will lead the technical aspects of the evaluation, overseeing the development of the evaluation methodology, including the theory of change analysis and the validation of questions. Key deliverables include a inception report, a presentation of preliminary findings, a draft evaluation report, and a final evaluation report. Responsibilities include collecting and analyzing data, ensuring adherence to UN evaluation norms and ethical guidelines, and producing comprehensive reports that assess the UNSDCF's relevance, performance, coherence, and contribution to national development goals. The consultant will also manage stakeholder consultations and ensure the quality and ethical integrity of the evaluation process.
Work Experience
A minimum of five years of experience in evaluating social, economic, or environmental development projects is required. This includes in-depth knowledge of the SDGs and Agenda 2030, Agenda 2063, and regional development objectives. Prior experience evaluating UN programs is necessary, along with a strong understanding of the Gabonese context. The role is expected to last for 6 months on a part-time basis.
