Law Enforcement Expert - Capacity building - Airports/Air Passenger Data
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) is seeking a Law Enforcement Expert to support the Counter-Terrorist Travel Programme (CTTP). This role will focus on enhancing Member States' capabilities in using Advanced Passenger Information (API) and Passenger Name Record (PNR) data for law enforcement purposes, contributing to global security efforts.
Job Purpose
The purpose of this role is to plan and organize capacity-building activities focused on the effective use and analysis of API/PNR data for law enforcement. This includes coordinating training curricula, developing materials, and delivering training sessions to government agencies, particularly Passenger Information Units (PIUs). The role aims to strengthen Member States' abilities to detect and counter terrorists and serious criminals by promoting an intelligence-led approach to risk assessment, targeting, and information exchange, in line with international security resolutions and privacy laws.
Responsibilities
The consultant will coordinate the design and delivery of training curricula and materials on API/PNR data use for law enforcement, including in-person and online sessions. They will provide capacity-building assistance to government agencies, especially PIUs, and support the development of e-learning tools. The role involves leading organizational studies and exchange visits for PIUs, facilitating expert deployments, and fostering cooperation among PIUs globally. Additionally, the consultant will organize operational working groups to assess capacity-building needs, support national authorities in establishing PIUs, and facilitate the exchange of best practices and lessons learned among Member States. This includes assisting in drafting operational documentation such as Terms of Reference and Standards of Procedure.
Work Experience
A minimum of seven years of relevant professional experience in law, criminology, or another criminal justice field at national and international levels is required. Experience with the United Nations system or similar international organizations is desirable. The ability to plan, manage priorities, and implement activities effectively is essential.
Skills
Expertise in planning and organizing capacity-building activities. Proficiency in designing and delivering training on API/PNR data analysis for law enforcement. Experience in establishing and supporting Passenger Information Units (PIUs). Strong communication, interpersonal, and partnership-building skills. Ability to manage projects, work efficiently, and adapt to diverse cultural environments.
