ICT Policy and Sustainable Digital Transformation Consultant
Organizational Context
The United Nations Environment Programme (UNEP), a leading global environmental authority, is implementing the DigiKen Joint Programme in Kenya with the Government and other UN agencies. This program aims to enhance inclusive digital transformation, skills, innovation, and sustainable digital development. The role supports UNEP's mandate to coordinate environmental policy consensus and promote sustainable practices within the UN system.
Job Purpose
This consultancy aims to develop a comprehensive policy review and recommendation framework to foster an inclusive, sustainable, and future-ready digital ecosystem in Kenya. The role will strengthen policy coherence and governance for ICT and digital technologies, integrating sustainability principles across their entire lifecycle. This includes infrastructure, platforms, data, energy use, devices, and e-waste management. The work contributes to the DigiKen Joint Programme's objective of ensuring Kenya's digital transformation aligns with environmental sustainability, green ICT practices, social inclusion, gender responsiveness, and human rights.
Responsibilities
The consultant will analyze existing ICT, digital transformation, and digital platform governance policies and regulations relevant to sustainable digital transformation and green technology adoption. This involves a comprehensive assessment of these frameworks for alignment with sustainability principles, including environmental impact, climate considerations, energy efficiency, circularity, e-waste management, human rights, digital inclusion, accessibility, and gender responsiveness. The role requires assessing how current frameworks address sustainability across the full lifecycle of digital technologies and infrastructure. Key duties include identifying policy gaps, opportunities, and implementation challenges, and developing actionable policy recommendations and green technology incentive mechanisms to integrate sustainability into ICT governance and digital transformation initiatives.
Work Experience
A minimum of 10 years of relevant experience in policy analysis, digital transformation, ICT governance, or sustainability initiatives is required. Proven experience in multi-stakeholder engagement with government, development partners, and the private sector is essential. Familiarity with Kenya's digital policy landscape and global sustainable digital transformation frameworks is highly desirable.
