Job Purpose
The purpose of this consultancy is to conduct a comprehensive feasibility assessment for a voluntary Global Hub model for CITES electronic permit data exchange. This involves evaluating technical, financial, operational, and legal considerations, as well as potential benefits. The consultant will analyze existing models, such as the ePhyto Hub, and explore operational modalities for setting up a new Hub. This includes assessing its integration with national systems, customs procedures, and Single Window environments. The ultimate goal is to provide an evidence-informed recommendation to the CITES Standing Committee and Parties on a sustainable, scalable, and interoperable model for future eCITES permit exchange, contributing to improved international trade regulation and conservation efforts.
Responsibilities
The consultant will conduct a detailed study assessing the technical, financial, operational, and legal aspects of a voluntary global Hub model for eCITES permit data exchange. This includes evaluating existing electronic Hub models like the ePhyto Hub and analyzing operational modalities for establishing such a Hub. Key considerations involve its integration with national electronic permit systems, alignment with customs procedures, and interoperability with national Single Window environments. The consultant will also perform a financial analysis of the Hub's development and maintenance, including ICT infrastructure, applications, and human resources. Furthermore, the study will address cybersecurity requirements and implications for data processing and exchange, and compare the advantages and disadvantages of a Global Hub model against Point-to-Point or Regional Hub alternatives. Finally, the consultant will produce a draft and final technical report based on research, consultations, and stakeholder feedback.
Work Experience
A minimum of ten years of experience in trade facilitation, specifically developing digital solutions for sustainable trade with international organizations or governments (e.g., eCITES, Single Window), is required. Experience with the IPPC ePhyto hub and knowledge of electronic data standards for international trade are desirable.
