Organizational Context
The International Seabed Authority (ISA), based in Kingston, Jamaica, is an intergovernmental organization established under UNCLOS. It organizes and controls activities in the international seabed area, focusing on resource administration. This role is within the Compliance Assurance and Regulatory Management Unit (CARMU) of the Office of Contract Management and Capacity Building (OCMC).
Job Purpose
The Chief, Compliance Assurance and Regulatory Management Unit (CARMU) is responsible for leading the effective management of contracts for activities in the international seabed area. This includes overseeing annual reports, periodic reviews, and data submissions from contractors. The role involves developing and maintaining a seabed mining registry, assessing regulatory impacts, and implementing a comprehensive compliance assurance and risk management framework. The purpose is to ensure contractors adhere to their obligations, manage risks effectively, and contribute to the overall performance and integrity of the ISA's regulatory functions. The position also involves developing guidance, training materials, and reporting on compliance performance.
Responsibilities
Lead contract management for seabed activities, including annual reports, reviews, and contractor obligations. Develop and maintain a seabed mining registry according to international best practices. Assess the regulatory framework's impact and lead the development and implementation of the ISA's compliance assurance and risk management framework. Design a compliance assurance strategy to ensure contractor adherence to obligations and reporting requirements. Manage a robust regulatory reporting program, including monitoring, audits, and compliance controls. Develop guidance and training for regulated entities and stakeholders. Serve as the primary contact for regulatory compliance matters, building relationships with contractors and stakeholders. Prepare and submit accurate compliance performance reports. Optimize internal workflows and contribute to the ISA's organizational performance.
Work Experience
Requires a minimum of 10 years of relevant experience in a government regulatory agency, international organization, or in-house regulatory compliance role, preferably in the mining sector. Strong communication and writing skills are essential for producing technical reports and documentation. Experience in leading compliance assurance and risk functions, building quality assurance programs, and managing teams is desirable.
