Organizational Context
The Department of Operational Support (DOS) provides end-to-end operational support to UN entities. The Regional Service Centre in Entebbe (RSCE) offers efficient, client-oriented administrative services, including finance. This Finance Assistant role is within the Financial Services and Compliance Monitoring Section at RSCE, reporting to a Team Lead.
Job Purpose
The Finance Assistant supports the processing of commercial vendor invoices and payments for goods and services to RSCE Client Missions. This includes managing commitments, preparing cost estimates, and processing staff entitlements like claims and allowances in compliance with UN policies. The role involves reviewing documentation, processing payments in Umoja, advising on discrepancies, maintaining records, responding to queries, and preparing financial reports. Additionally, the Finance Assistant handles various payments such as grants, allowances, and payroll, ensuring accurate and timely financial transactions within the service line.
Responsibilities
Process non-travel related commercial vendor invoices and payments for goods/services to RSCE Client Missions, including managing commitments and direct expenditures. Assist in annual budget development by preparing cost estimates and proposals. Process staff entitlements, including claims, danger pay, daily subsistence allowance, and other allowances, adhering to UN policies. Review documentation for invoices and payment requests, ensuring accuracy and consistency with purchase orders and service certifications. Process vendor payments in Umoja, advise stakeholders on missing documentation, and follow up to resolve issues. Maintain records of pending issues and update case files. Respond to queries from vendors and internal departments. Monitor performance against KPIs and vendor open items. Verify inter-bank transfers, prepare imprest statements, and manage remittance requests. Process assignment grants, relocation grants, DSA, TCC/PCC daily allowances, and final payments/recoveries. Approve and create payroll profiles in Progen. Perform other duties as assigned.
Work Experience
A minimum of five years of progressively responsible experience in financial management, administrative services, or a related area is required. This is reduced to three years for candidates with a first-level degree or higher. Experience in processing payroll and non-payroll payments, general ledger postings, and financial transaction analysis using ERP software like Umoja is essential. Experience with UN financial rules and regulations is desirable.
