Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is undertaking a project for 2025-2026 to develop a Public Function Data Platform for Latin America. This initiative aims to enhance transparency, interoperability, and comparability of public administration data across the region, supporting evidence-based planning and management.
Job Purpose
The purpose of this consultancy is to structure and strengthen a regional network of institutional focal points responsible for the production, management, or supply of administrative data on the public function in Latin America. The role will support the dialogue necessary for formalizing authorizations, agreements, or institutional mechanisms for data exchange among participating countries and institutions. This work is crucial for developing a technical proposal for an integrated data platform, promoting regional cooperation, and enabling data-driven governance and accountability within Latin American public sectors. The consultancy will contribute to overcoming the current fragmentation and lack of standardization in regional data efforts.
Responsibilities
The consultant will develop a detailed work plan, including an institutional articulation strategy, collaboration timeline, and methodology for identifying focal points and data access channels. Responsibilities include mapping institutions, units, and networks involved in public function statistics in selected Latin American countries, identifying key actors, institutional capacities, and cooperation channels. The consultant will also map national and institutional focal points possessing relevant administrative data and analyze existing or potential data exchange mechanisms. Furthermore, the role involves facilitating dialogue with national institutions to establish cooperation channels and formalize data exchange agreements, supporting the organization of technical meetings, and assisting in defining minimum data packages for sharing, including data schemas, metadata, and update frequencies.
Work Experience
A minimum of five years of professional experience is required in institutional articulation or international cooperation for public policy projects. Experience in coordinating or facilitating institutional/technical networks, negotiating cooperation agreements between public institutions, and working on data governance, public transparency, or government data exchange projects is necessary. Experience with multilateral organizations or regional cooperation in Latin America is desirable.
