FINANCE ASSISTANT (Multiple Positions)
Organizational Context
The Department of Operational Support (DOS) provides end-to-end operational support to UN entities. The Regional Service Centre in Entebbe (RSCE) offers efficient, client-oriented services, including transactional finance functions. These Finance Assistant positions are within the Financial Services and Compliance Monitoring Section, reporting to the Finance Officer or Service Line Manager.
Job Purpose
The Finance Assistant supports the Financial Services and Compliance Monitoring Section by providing financial interpretations, processing vendor payments, and assisting with budget development and analysis. This role ensures adherence to UN Financial Regulations and Rules, processes various financial transactions including payroll and non-payroll payments, and maintains accurate records for auditing and operational effectiveness. The position contributes to the efficient functioning of the RSCE by managing financial operations and supporting client entities with timely and accurate financial services, including responding to queries and resolving open items.
Responsibilities
Process travel and non-travel related vendor invoices and payments, ensuring accuracy and completeness of documentation. Provide financial interpretations and corrective actions in response to audits and queries, ensuring compliance with UN regulations. Assist in budget development, cost estimation, and the finalization of budget proposals, including Result-Based Budgeting inputs. Manage payroll and non-payroll related electronic bank transfers, cheque payments, and local transfers. Maintain vendor and staff bank details. Liaise with banks and respond to queries from staff, missions, and banks. Maintain accurate financial records for auditing and performance reporting. Participate in resolving open financial items and draft correspondence on finance matters. Prepare ad hoc financial reports and perform other related duties as assigned.
Work Experience
A minimum of seven years of experience in finance, budget, accounting, or administrative services is required. This is reduced to five years for candidates with a first-level degree or higher. Experience applying UN Financial Rules and Regulations, preparing cost estimates, and generating financial reports in an operational environment is necessary. Experience with Umoja ERP modules is desirable.
