The Office of the High Commissioner for Human Rights (OHCHR) Mozambique seeks a consultant to assess the Mozambican Armed Forces’ institutional framework compliance with international human rights standards. This role operates remotely, supporting OHCHR's mandate in Mozambique.
Job Purpose
The consultant's primary purpose is to support OHCHR Mozambique in evaluating the Mozambican Armed Forces’ institutional framework against international human rights standards. This involves developing a Standard Operating Procedure (SOP) on a human rights thematic area, organizing a consultation workshop in Maputo with the Ministry of Defense, and integrating feedback to finalize the SOP. The role also requires liaising with OHCHR staff at various levels and ensuring a gender perspective is integrated throughout the work, contributing to the strengthening of human rights compliance within the armed forces.
Responsibilities
The consultant will assess the Mozambican Armed Forces’ institutional framework for compliance with international human rights standards. Key duties include developing a human rights-themed Standard Operating Procedure (SOP) and organizing a consultation workshop in Maputo with OHCHR and the Ministry of Defense to validate it. The consultant will integrate feedback from the workshop into the draft SOP. Additionally, the role involves liaising with relevant OHCHR staff in Mozambique, the Regional Office, and Headquarters, ensuring a gender perspective is integrated into all work, and performing other related duties as required.
Work Experience
A minimum of ten years of relevant work experience is required. Specific experience in developing and implementing Standard Operating Procedures (SOPs) is necessary. Knowledge of human rights issues related to armed forces is essential. Experience working directly with armed forces is considered desirable.
